That’s simply not true.
He pardoned Steve Bannon on his last day in office and Bannon had not been convicted of anything.
But it is true, you have to apply for a pardon. The jan 6 people did not have the time and NO ONE expected what happened to happen.

Did Bannon apply for a pardon? If so, I don’t remember it.
I also don’t remember Nixon applying for one!
It seems out of Nixon’s character to do so but maybe he did.

"The President, however, may choose to bypass the Pardon Attorney and grant a pardon in the absence of any such application or recommendation from the Department of Justice."
