The majority of these cases are domestic squabbles over custody—total joke.When the Amber Alert system first rolled out, we were told that non-custodial family abductions wouldn't be part of the alerts since children generally aren't in danger.
But it turns out that stranger abductions are actually quite rare and they couldn't justify the cost of the alert system so they quietly began including non-custodial abductions.

The other day I got a “Police Activity in the area” emergency notice on my cell phone. The actual activity was two counties away, separated by a mile wide river.The first time I ever heard an Amber Alert was at 3:00 am on my iPhone. It sounded like a klaxon going off!
I immediately googled "how to disable alerts on iPhones" and haven't been bothered by any since.

Yup—makes sense.
Custody cases are often filled with lots of drama and in a fair number of case claims of abuse that range from valid to total fabrication.
For the parties the stakes are very high—for everybody else....boring.
