The Dems got hold of the 2016 ballots from the Red Michigan counties in the summer of 2018 via FOIA [they wanted the Blue county ballots, but those counties were too large to provide them the data until January 2019 - too late for the "election" in November 2018].
The result of this was a Blue Wave in the Red counties - but no Blue Wave in the Michigan Blue counties...

Obviously, they were up to something, but it requires more information to determine what. Flipping votes and shaving the Republican margin of victory is what occurred in 2020.
