means exactly that. If the operation is unsafe, it is the pilot’s duty to refuse the instruction.

ATC wanted me to descend into know icing in a plane that was not know icing equipped. I told the controller I’d take higher but not lower. The controller seemed taken completely off guard. Said I’ll get back to you. Came ba6and told me to stay at my current altitude.

First fly the aircraft! All else comes after that.
