The police were obviously not intending to inflict pain. They were also filming the arrest, something they would not do if they were deliberately inflicting pain. It’s all drama. Being physically picked up and moved may not be comfortable, and injury may result, but that was clearly not the Polizei’s intention, or the result.

I recently saw an episode of MASH on MeTV where a Korean officer used that move on Frank Burns. I think it was Season 4 Episode 16 "Dear Ma" where Radar writes a letter to his mother.
