Im sure theres a reason chartered flights are not allowed to deplane without ground transportation.
probably something to do with Homeland security. dont want a plane of terrorist landing and walking off. where was the airport management in all this? the charter service? no one could find a bus in 11 hours? or was there more security paperwork?

the bus company should have its business license under review for harboring terrorists disguised as bus drivers.

i would recommend 300 negative " Yelp" reviews for this bus company and the charter company. and the travel agent!!!!
Since the sponsors refused to name the bus company I assume they attempted to get alternate transportation and were thought blameless. I don’t know if that’s true, one would think a half dozen buses could be found, but the blame rests with the drivers who should lose their licenses and face whatever legal penalty exists. Which likely won’t happen. Anyone here on a visa requiring or barring work should be deported. This was clearly a political act.
Why were they not allowed to walk to the terminal, where they could catch the Metro?
