Simple answer: No. Their culture is too much derived from the Mongols who ruled the territory around Moscow for a couple hundred years ending around 1480.
Stalin, at the end of the Yalta conference in February of 1945, said to a journalist: "It's high time the Slavic race was in charge of Europe." Stalin is gone, the Soviet Union is gone, but the expansionist cultural imperative among its' governing elites remains.
Long read but useful in understanding that, despite the efforts of Peter the Great, Moscow is in many ways still more a central Asian culture than a European one.
