That reeks of Army bullcrap. Recruiters go to school first. The only tracking needed is to check how many members are in the school. That is the pipeline. They should know if they have a school that is half-empty.
It happened in the Marine Corps in the early 90s to a particular MOS. Headquarters Marine Corps lost track of the promotions that were needed to retain Marines during promotion boards, resulting in fully qualified Marines getting separated because they didn’t pick up rank within a prescribed period of time. If you were passed over twice for Staff Sergeant, you were out. So an entire group of highly-skilled technicians were slaughtered, by no fault of their own.
It cost the taxpayers millions of dollars and the ending of many young careers. So it can happen.
Oh yeah, and no one was disciplined.
