I am in favor of separate, single-topic bills for every major expenditure. That is the way a legislature is supposed to work.

Support for the Israeli wars? Negotiate an amount and do an up or down vote.

Support for the Ukraine war? Negotiate an amount and do an up or down vote.

Cutback the plan for 87,000 armed agents of the IRS? Negotiate an amount and do an up or down vote.

Etc. Etc. Etc.

All that voting cuts into legislator's time for fundraising and junket trips? TFB for them. Get back to work.

The real benefit of doing single topic bills is Congress won’t have the time to get around them all. That has the potential of reducing spending.
