A Washington, DC, 13-year-old juvenile was shot and killed during an attempted carjacking of a federal officer in Northwest on Saturday, according to police.
The tragic incident is representative of the soaring crime in the District:
A total of 760 carjackings occurred in the first ten months of 2023, police data show.
Sixty-five percent of those arrested for carjacking are juveniles.
U.S. Attorney for the District of Columbia Matthew Graves, who is responsible for prosecuting those D.C. police arrests, prosecuted only 56 percent of those police arrested in 2023.
Police said Vernard Toney Jr. tried to carjack an off-duty federal security officer around 10 p.m. Saturday but was killed during the incident. The episode took place on the 600 block of D Street NW, near 7th Street, in the Penn Quarter area, NBC4 Washington reported:

[Vernard Toney Jr.] was a seventh grader at Kelly Miller Middle School in Northeast D.C. He was smart, funny and talented, his principal said in a letter to families.A security camera captured a picture of Vernon's carjacking partner, who ran away.
"He had a natural comedic ability and loved to make people laugh, especially when he would joke that he was the principal of Kelly Miller MS. Vernard also loved to play basketball and spend his free time on the court with his friends,” the letter said.
Toney had been accused in a string of previous carjackings. Two sources familiar with the investigation say Toney was arrested in May in connection with a number of armed carjackings in Southeast D.C. He was 12 at the time. It wasn’t immediately clear what happened with the cases....
Acting Chief of Police Pamela Smith said she wanted to be sensitive to Toney’s grieving parents and classmates.
“He was known to the Metropolitan Police Department, and it’s just unfortunate that this particular incident happened on Saturday night that caused him to no longer be here,” she said.

The financial side of this crime has always puzzled me.
Converting a stolen car into cash is a seriously complex problem that involves a lot of people, tools, and permanent facilities.
People involved in the car jack business get arrested all the time for other crimes, and they would immediately think about flipping information for a lighter sentence.
Are these cars being stripped down for parts? Who would buy parts in large quantities? Are they somehow recycled with a new paint job and new paperwork?
Lots of work, lots of risk, and very modest profits.

This was not tragic, maybe traumatic for the officer. He saved hundreds of thousands of taxpayer dollars for Lawyers and incarceration for the feral animal. Zero doubts the pos would have been a revolving door in and out of prison for the next 40 years.
