Exporting Stingers is risky, especially given likely US funding to Israel.
If they worked well, the Russian Air Force would not be flying over Ukraine. If they don’t work against Russian warplanes, they might work well against US airliners on scheduled flights.
Russians can send weapons such as captured Stingers to Venezuela. Venezuelans can smuggle them into the USA or sell them to Mexican cartels. There are lots of anti-American leftists still left in Venezuela.
