In plain english—you are likely suggesting a sizeable portion of the population best not be provided arms. A number are just as radicalized and sympathetic to the views and actions as crazy hamass. Always some action always going on in the west bank.
On my part it’s only a possible theory. I have never seen any official make the case for the theory, but if there is any truth to it, I think they probably wouldn’t like to talk about it publicly.
