I would have thought that every able bodied man and woman in Israel would be community security, considering who they are surrounded by!
I assume two things there are some serious patients in the hospital.

If a person is an active member of a branch of the military or its reserves, that is not a civilian.
Everyone else IS a civilian. That includes Federal, State and city law enforcement members.
