Why would it be on my ballot if it doesn’t impact me? My city builds its own parks without the rest of the state voting on it. I remember something on the ballot a few years ago where someone in El Paso was going to line their pockets at taxpayer expense.

Because it's a State-level restriction that only allows certain counties to issue bonds to pay for building and maintaining parks. So as a State-level restriction, it requires a State-level action to add El Paso County to that list. And as a Texas citizen, you get to vote on Texas-level stuff.
