Allowing evil monsters free will. Otherwise humans are puppets.
Judaism calls it The Good Inclination versus the Evil Inclination. Yetzer Ha-Tov (יצר הטוב) and Yetzer Ha-Ra (יֵצֶר הַרַע). The opposite is determinism.
Christianity has several variations on free will. Overall example is Galatians 5:13
You, my brothers and sisters, were called to be free. But do not use your freedom to indulge the flesh ; rather, serve one another humbly in love.

I still wish we didn’t have the suffering and carnage evil people dish out.

Although I know he loves nonviolent, humbly peaceful people,
he did not ask us to bow down to the Nazis and fold our hands rather than form armies and kill the enemy.
(By the way it wasn’t Thou Shalt Not Kill it was Thou Shalt Not Murder.) Good people are alive today to carry on thanks to those who stood up to destroy the evil ones.
Idi Amin, Pol Pot and Hitler are not in charge today, thanks to violent defenders of good people.
The whole עבודה is to control/ win over the יצר טוב over the יצר הרע.
