It's all about making personal transportation unaffordable for the masses. Cash For Clunkers, was the beginning.

The Soviet Union used to love idiotic five-year industrial plans and controlling industry with government bureaucrats and look how that worked out for them.......

And if the infrastructure did exist, much of it would be locked down, unused, because some segment of the "Woke/Victim hood" crowd would dream up lawsuits seeking big buck payouts for various "damage to (fill in anything here)" reasons.
