In my experience, the shortage of teachers isn’t a lack of graduate Education Majors, but a lack of willingness to deal with the combination of school administrations and unions, discipline issues, and the internal politics of the schools.
Very true, but a surprising number of people failed the test to the point it was considered discriminatory and, I believe, watered down or cancelled in Minnesota.
