An Oregon and Washington state study determined that almost one-third of foster children reported abuse by a foster parent or another adult in the home.
Researchers of a study of investigations of abuse in New Jersey foster homes, concluded that “no assurances can be given” that any foster child in the state is safe.

Lots of children get on the net and parents don’t know what they up to these days.
We are past that. Modern technology is moving too fast for a lot of parents.
I say about those boys? Take them to the field and horse whip them! Real old fashion like. Live stream it and say “You rape a girl and this will happen to you”.
Maybe that will deter other boys from doing it but I doubt it.
