Who says that all is fair in love and war? It’s not, and there is almost always collateral damage. You can’t stop your war efforts because of the few who are not complicit in it. How do you separate the wheat from the chaff? You can’t. People will die, both good and bad. And ever it shall be, as to go to war with each other is a very human trait. Live...or die with it.

How do you separate the wheat from the chaff?
Typically you would make the smart chaff run away, and have them punish the wheat that ran after to hide amongst them.
