Before a ground assault, the enemy should be kept awake at least three nights, to reduce their effectiveness.
Before entering on the ground, it might be preferred to wait for civilians to evacuate, which might require a few more days without power or water.
More preparation with air strikes, generally reduces the losses among the soldiers who must go in, so it might be better to wait a bit for the bombs to do their work, unless the schedule is driven by other concerns.
