I suggest that a buffer zone be created at the perimeter of Gaza so that similar future surprise attacks are not likely.
Perhaps 10 feet for each Israeli killed and 10 feet for each Israeli raped.
The buffer would be about 900*10 feet and would not have structures or other visually obstructing objects on it.
Palestinians could grow Israeli-designated vegetable crops up to a few feet high on it - tomatoes, peppers, eggplants, etc.
