You are probably right but if it were me, would the goal be to kill a bunch of people in a shocking way or cause long term catastrophic damage to the country.
I’ve read stories that a terrorist attack on less than 20 electrical substations would cut electricity to the majority of the country, destroy those transformers which take a long time to manufacturer and are made in China and the targets are lightly guarded would create social unrest that would be off the scale, think of what a small EMP could do, if 75% of the USA lost power for months if not a year or longer and hundreds of thousands of people would die.

Do you stage mass casualty events that will be tragic but will be ended fairly quickly and not cause long term damage to the USA, the 9/11 tragedy is an example, the USA went back to business fairly quickly.
