The passage referring to is the Israel of the Spirit... those that are born of the Spirit. There is an Israel of the flesh that is still veiled and chastised. However all Israel will be saved and that is physical Israel Romans 11:25... those who were first given the commandments... to the Jew first and also the Greek still in effect my friend.
