All the men of military age should be captured and sentenced to prison for life. It's irrelevant if they're actually innocent. 10 years later, a deal can be made, some of them can be released to Morocco or Egypt or other Arab countries (not Iran or Syria). The Soviets were pros at this. May need to ask them on how to build a gulag.
