In the past you took whatever interest rate you could get in hopes that you could refinance in a few years at a lower rate. This is a plan people can continue to follow though there is no guarantee that rates will get significantly lower within a reasonable time.

That's a pretty risky strategy especially nowadays with government spending totally out of control
