I have worked with social workers who are true blue child advocates and I have met even more that are shady but the majority are just plain lazy.

I know, they are so overworked and underpaid and blah, blah, blah. Yet someone how the person sitting at the next desk manages to not only find the time to check on their kids they keep a list of foster families where kids with special needs can be placed.
