In a short answer, two ways:

  1. He won't be so naive this time. He won't rely on people like Reince Priebus to fill out his first Cabinet with DC insiders. He knows how DC operates now.
  2. He won't have such a weak Attorney General this time. I expect the first order of business will be to fire all the US Prosecutors (like all administrations do), and reform the FBI leadership.
Trump's first hurdle will be getting the Senate to confirm his nominees. The Democrats will do to Trump what they did to Bush in 2000, slow walking all of his nominations in order to cripple his administration until something like 9/11 kicks them in the behind.

One way that Trump could poke the Democrats in the eye is if soon after he takes office Clarence Thomas announces his retirement and gives Trump an immediate Supreme Court nomination.

Trump already learned how to go around the whole senate approval thing by appointing people “temporarily” without confirmation. He did it almost exclusively near the end of his term.
