Just catching up with the debate now, so I don't know how much of what I say will have already been covered...
What I recall was that Congress rammed spending down President Trump's throat by loading up a "must pass" defense spending bill that Trump wanted for rebuilding the military after the Obama years. I remember Trump signing the bill and then angrily saying that he will never do that again.
I will have to refresh my memory on other spending bills, but a cursory search shows that both Democrats and Republicans in Congress were loading up defense spending bills each year by also including tax cuts that President Trump wanted in order to overcome his repeated veto threats.
But the spending did happen on his watch, so it's fair to blame him somewhat for it. It's just not what he requested in his SOTU addresses about his own agenda (VA reform, border control, trade reforms, tax cuts, tariffs on foreign manufacturing, etc.).

Scott is overcompensating for his first debate performance. Towards Ramaswamy it was too much during the China question. I've seen that tactic on the talk shows where one constantly interrupts another after only two or three words so that no coherent message comes out but time is eaten up.

Since we're only into the first break in the debate (and I have the luxury of pausing the recording to type), I'll say that I like Dana Perino but this forum is difficult for anyone to moderate. General election debates between two candidates is a very different story.
That said, Perino brings the legacy of Tony Snow to the table since she took over as George W. Bush's Press Secretary after Snow passed away from cancer. She brings real White House knowledge to the discussions on her various panel shows.
Honestly, I don't think anybody can manage a stage of 7 egotistical people all fighting for airtime. I'm struggling to come up with a format that would work, though, without being disrespectful to their stature (like putting them in game-show-like sound booths).

And the answer he did give on mass shootings was to fast-track the death penalty? I don't think the shooters care about that, but citizens might worry about the government taking away their access to the legal system. It was a proverbial camel's nose meets tent answer.

I think that was Christie's side of the story.
The Trump side of the story was that Christie was ineffective and that he filled the transition team with DC lobbyists who were then put in charge of staffing the departments that they were lobbying policies for.
Trump fired Christie and all of the lobbyists from the transition team. He then put Pence in charge of the transition, and Pence then made any incoming registered lobbyists sign agreements to forfeit returning to lobbying for five years after leaving the administration.
The tl;dr is that Christie got too incestuous with the lobbyists who were trying to fill the administration with people who supported their policy positions, effectively planting their own insiders into the Trump administration.

Scott was doing much better than in the last debate, but this was embarrassing and will hurt him.
He specifically targeted Haley with a direct accusation about raising gasoline taxes by 10 cents a gallon. When Haley said she did so with the agreement to reduce taxes by a triple amount elsewhere, Scott went back to interrupting the answer every two to three words so that Haley's response becomes unintelligible to the listener.

The “manager” is precisely the problem! From set design to selecting a “hot blonde talking head” for the crew to the DEI-effect of the incomprehensible third world “moderator” to the leveling the height of the circus clowns, in our dysfunctional “media as kingmaker” culture, it’s ALL ABOUT THE MANAGER, in this case faux news. The candidates are ridiculous stage props. The people that need the information be damned — their ONLY function in this is to watch Faux News, buy the products advertised thereon, and enrich the leftist children of Rupert Murdoch.
President Donald Trump was SO RIGHT to “just say no” and thereby piss on this embarrassing dysfunction.
