BS! If he’s a policeman, he’s either military and will still get paid, or a contractor and will still get paid. There are no GS employee policemen.

There most certainly ARE civilian police on the GS at US military bases doing jobs that were previously handled by PMO. Do I think we need or should have GS policemen for mil bases? No, we could go pack to just using PMO.
Do they exist? Yes, at nearly every CONUS military base. I will say a lot of times (probably more often than not) they are former military (many former MPs) that were hired on after they got out.
