Gee, if I had known crime could pay that well...
One thing that might make the situation clearer is knowing that Marty Walsh was a leftist Democrat labor union politician. Hiring some guy whose wife was an important political ally is standard Democrat political practice. Being able to hire a guy who has a proven track record of doing illegal things, concealing what is really going on, moving money around secretly and engaging in deception is even better.
Harris had an excellent resume for such a job.
