So, a threshold issue will be whether an immigrant is "lawfully admitted"; i.e., does the current open borders policy/practices lend itself to such interpretation?
If so, applying for and obtaining a SS# under present laws-regulations does not seem at all difficult.
The NY state population is around 20 million.
A lot of NY State is rural - farms, small towns, villages and hamlets, most of which have a more conservative population.
But they are continually out voted by the leftist urban areas.
The NY City population alone is 8.5 million.
The greater NY City metro area (including NY City) has a state population of at least 11 million.
The population in other NY state cities and metro areas is at least 3 million (probably much more).
In the last gubernatorial election Hochul won over the republican by 53.2% to 46.8% - the closest margin since 1994.
How much of that winning vote was comprised of bogus ballots we will never know.
There is plenty of room for the illegal invaders—in the extra bed-rooms of wealthy liberals and leftists all over New York State.

Hey, Gov ... let them hole up in your place for six or twelve months to show the world you are truly a sanctuary state.
