On the cellular modem issue, in my precinct which is in a public library which is connected to the county data network, they are plugged into the network and have no need for a cellular modem or any other modem for that matter. In many of these cases, they print the ballots on the spot, especially during primaries, because we have closed primaries in Florida, they ask your party affiliation and print the correct ballot, I doubt they are printing hundreds of long ballots via cellular modem, instead of countywide data network.
The is most likely true for every voting precinct that is inside a county facility all around the country, that also has closed primaries.
