When did the law change as to allow Criminals to SUE their Victims for damages as a result of their Criminal Acts??

Many freepers seem to think that is a perfectly acceptable practice. And they just love to point to OJ Simpson as if that justifies the practice.

That was one of the reasons that I left law enforcement decades ago.


For a short (as I can make it) example:

Imagine a criminal takes a hostage with a gun to the hostage's head.
I make a perfect head shot without injuring the hostage, but now the criminal's family lost their son.
Criminally, I did nothing wrong, BUT the criminal's family can take me to civil court and sue me for every penny I have because I took the life of their son.
(And this was in Texas!)

I didn't want any part of that, so I left and went to Japan.
