The Democrats get two free electoral voted from DC. If they turn it over to MD, they'll lose them.

Unless Congress decides to turn over the jurisdiction over to Maryland. But why would they do that?

Forgot about that. I haven’t done the math to see how many EVs MD would get from the added population of DC.
