You’re right in that the president cannot mandate a medical procedure. That falls under state’s rights.
Uh...what? No state has the right to mandate that BS either. From what we've seen in the last few years, there are a lot of people who seem to think the government(s) have unlimited power like this, but they are very, very wrong.

Well, a lot of the public schools in many big cities and blue states mandate vaccines for the kids to attend, some of which don't fall under the "critical" ones everyone else grew up with. And in the past couple of years, that list included the vaccine for COVID.
So, yes, some states have been mandating COVID vaccines. We're also seeing it in some colleges that are un-enrolling students who refuse to take the COVID vaccine.

Guess I made myself misunderstood. The term medical becomes the byword in that there is nothing in the Constitution concerning medical actions. And according to the Constitution all powers not within it are granted to the states. Therefore, since there is no mention medical in the document, it falls to the states. This is why the shanghaiing of the abortion issue by the feds was so out of line for 50 years. But the only people that have the option of making any medical decisions are the states not what those decisions are. The feds can’t go there at all legally.
