They aren’t actual “charges” until voted on, in my understanding.
Right now, they are “Proposed.”
Except that once they are filed in the court by the clerk, (who had to receive them from the prosecutor who is claiming that they are an indictment voted on by the GJ), it is assigned a case number and assigned to a judge. None of that can happen by mistake since it requires them to be presented by Willis. The clerk can not make a filing without receiving them from Willis to start with.
