It means that any mention of "spoiled" ballots that were not treated as spoiled in 2020 is exactly the kind of thing that President Trump meant when he said "find me 17,000 votes" or whatever the amount was.

Trump was not asking for forged votes, he was asking the Republicans who run the elections at the state level to follow their own laws and validate that the votes were properly counted and that spoiled votes were properly disqualified.

Trump was most concerned that the Democrats were "over-spoiling" Republican votes and under-spoiling Democrat votes.
