Yeah, it's over the top. But what's the dividing line between political speech and too much political speech? As for bringing down property values, I don't think a bunch of easily removable flags will hurt all that much.

Property values are not constitutionally protected and the word “eyesore” isn’t in the constitution either. The owner has the right to do this.
