what prompted this investigation was a simple garden hose that was illegally attached and coming out of a wall in the back of the building.

How do you illegally attach a garden hose to a building? They punch a hole in the wall & run a hose through it? That's what it sounds like. I live in a state were we have Constitutional & Open Carry of garden hoses. So I'm a bit confused.

So in California, you can leave drug needles laying around, crap on the streets, shoplift up to $1,000, illegally cross an international border and be given sanctuary,

But, God forbid you hook up a garden hose illegally...

Another possibility: hose was leaking and there was a mandate to conserve water.
