I was pulled over in South Carolina on 91 heading back to Ft.Bragg for speeding, I was 5 miles over the speed limit. I was told to follow the officer and ended up at a trailer parked off the Highway hidden in some woods. There I was told I could pay a fine of 80.00 or spend the weekend in the clink, being 18 and naive I paid the fine. I think that type of thing does not happen nowadays but was quite prevalent down south back in those days.

Back in the day, (way before RICO), the FBI did investigate egregious Traffic Traps and did what they could.

The trucking industry turned to sealed speed recorders on the trucks, (Congress mandated properly installed and maintained units to be Evidence, SCOTUS agreed), and the Crooked Coppers just turned to other violations.

The one thing the Crooked Towns couldn't beat was the Feds bypassing the town with an Interstate Freeway because the Feds worked together, kept records and had complete control of construction.

Bypass meant certain economic death for a town.

There were several I watched rot for years in California, my dad pointed 'em out when we drove by on the freeway, and told me why.
