They are sending DU, because they don’t have anything else.
Even though it is only for 14 Challengers they don’t have anything else because the cupboard is so bare.
I suspect rather that this IS the standard ammo for the current version of Challengers.
Those 14 tanks haven’t been used at all AFAIK. Kind of hard for ammo to run out.
