The very categorization of "illegal alien" implies that those in that category are subject to the jurisdiction of the United States, because they can be charged for breaking the law. They are governed by our laws, and thus are subject to the jurisdiction of the United States.Yes!

Jurisdiction has 2 components; sovereignty among nations (citizenship), and legal governance (legislation, judicial) among its people and visitors, within its borders. Treaties fall in between (Executive, Legislative).

Using that example, Saddam Hussein and Osama Bin Laden were both subject to the jurisdiction of the United States, but I don't think they were citizens.
