The Founding Fathers did not foresee that the US capital would be taken over by haters of the Republic and Constitution.

The Founding Fathers stipulated that the District would be governed by Congress. How Congress was able to pass on its Constitutional duty to allow ‘Home Rule’ I do not know. (I know why Congress did it—the civil rights movement). A simple-minded person would think that if the Constitution says something in direct, plain English, Congress would be bound to follow it, but here we are.

Nixon thought “Home Rule” would win him a few black votes!
It didn’t! So far we are stuck with this stupid political move.

Its Constitutional (I think there was a USSC ruling that says this!) because it theory Congress is still in charge. They just delegated their authority.
