The Founding Fathers stipulated that the District would be governed by Congress. How Congress was able to pass on its Constitutional duty to allow ‘Home Rule’ I do not know. (I know why Congress did it—the civil rights movement). A simple-minded person would think that if the Constitution says something in direct, plain English, Congress would be bound to follow it, but here we are.

You left out the part about his reelection where he won all the counties in Florida except for 3 including Dade County and the Hispanic vote, his margin of victory was nearly 20% and over 1 million votes.

I wonder if Trump would have settled for the same margin of victory in his reelection.
