It’s not horrifically out of the ordinary. Certainly around WW1/WW2, you could expect 1/3ish of a fleet to be out of action at any one time, due to maintenance/working up/breaking in new crew. I can’t assume a nuclear fleet improves that too much

Last time we had that rank density was April 1945, when we had four 5-stars and thirteen 4-stars. And that’s when 12 million men were under arms.
Of course, generals don’t fix submarines, but its indicative of a highly bloated, highly political, and needlessly expensive bureaucracy. The DoD is just another very expensive progressive/left jobs program.
One current example of the extreme backlog is the USS Connecticut, one of three premier Seawolf-class submarines. It struck an underwater mountain in the South China Sea 20 months ago and won’t be back in service until early 2026 at the soonest.

No, it isn’t that. It is that there are not adequate facilities to perform maintenance. Not a money thing, as far as I have heard. It is capable facilities...and a lack of qualified labor.

Well, you certainly can not say that submarine’s crew couldn’t hit the broad side of a barn.
