Notice that The Hill didn't even quote what Trump said about Reynolds.

Instead they describe Trump's comment about Reynolds as an "attack".

Trump didn't "attack" the Iowa Governor.

Trump simply responded to Reynolds' refusal to endorse Trump by describing what Reynolds did.

Trump said:

"I opened up the Governor position for Kim Reynolds, & when she fell behind I endorsed her, did big Rallies, & she won. Now, she wants to remain neutral. I don't invite her to events!"

If describing Reynolds actions sounds offensive, then her actions are.
