There are several possibilities. The people in charge probably thought about covering it up. But if someone blew the whistle, the coverup would be worse than the confusing circus we ended up with. By releasing the information and getting it wrong several times they managed to muddy the waters making a real investigation impossible. Or, at least unlikely. The other thing is the publicity will probably force whoever is handling the culprit to force him or her to be more circumspect.
From personal experience as a low-end landlord, people doing drugs just forget stuff. On taking possession of a house from a former renter I’ve found drugs, money, all kinds of expensive possessions, etc. They just don’t remember they had it or where they put it. So, the idea somebody ducked into a cubby and took a snort and then left the material there is very plausible. BTW, if this is hyena-laugh Kamala that might explain the bizarre laugh and word salad answers.
An IQ rivaling that of a piece of lettuce would also explain it.
