I doubt that -- too dangerous for Putin to let officials think a coup is underway, because he can't be sure they won't support it.
In 1969, Captain Muammar Gaddafi, aware that plots were swirling, announced a coup against Libyan King Idris I. Many officers and officials, afraid of missing out, supported his coup, even though they were uncertain just who the heck Captain Gaddafi (he later promoted himself to Colonel) was, or what qualifications he had to become the head of state.
I am no Putin Fanboi, but he far too shrewd to put himself in the position of Idris I.
