They said consistently from 2019 to Feb 22 that there was no genocide going on, and that wthe single digit casualties per month that were still being recorded by Feb 22 were ALL combatants.
And Prighozin confirmed that - nothing extraordinary was happening in the Donbas last February; you had pockets of Ukrainian militants firing at Russian/LDPR militants and they fired back. Civilians by and large weren’t anywhere near that action.
