I would assume you are correct..
PH Nargeolet was the underwater director of RMS Titanic inc who has salvage rights to the wreck. The same group that retrieved part of the Titanic’s hull and put it on display in Las Vegas.
It is my opinion only that the wreck site is a place that should not be pillaged for profit.
They clean up car wrecks. They clean up bus wrecks. They clean up train wrecks. They clean up airplane crash sites. Why the double standard?
